This item is a vintage 1940s-1950s Mersman Mahogany 2-Tier Dumbwaiter Table (often referred to as a butler, parlor, or pie-crust accent table).
It features a traditional Chippendale style with distinct design elements, including an octagonal top level, a larger scalloped "pie-crust" main tier, a turned center pedestal column, and a sweeping tripod base with brass-capped feet.
The Mersman Furniture Company of Celina, Ohio, mass-produced highly durable tables like this during the mid-20th century, making them a common but beloved staple of American vintage home decor.
There is some signs of wear as seen in the pictures.
